In a medium sized bowl, mix together 1 cup creamy peanut butter and 1 cup marshmallow creme (this can be done with a handheld electric mixer or by hand).
Then fold in 4 ounces Cool Whip whipped topping, thawed until combined.
Fold in 8 of the chopped peanut butter cups into the fluff with ¼ cup of the mini chocolate chips.
Place into a serving bowl and top with the remaining mini chocolate chips and remaining chopped peanut butter cups. If not serving right away, cover and place into the fridge.
