Preheat the oven to 350°F. Spray a 9x13-inch baking dish with cooking spray and set aside.
In a large bowl, whisk together the brown sugar, butter, cinnamon, and vanilla until combined.
Cut the biscuits into 8ths and cut 6 ounces of the cream cheese into small cubes.
Add both the biscuits and cream cheese into the bowl with the brown sugar mixture.
Gently fold everything together so the biscuits are coated in the sauce, and the cream cheese is distributed throughout.
Spread into the prepared baking dish in an even layer
Bake for 45-50 minutes, until golden brown on top and bubbly along the edges. If you find it is browning too fast, tent with foil. Allow to cool slightly while you make the glaze.
Make the glaze by mixing the remaining 2 ounces of cream cheese with the powdered sugar and milk until smooth. I like to use an electric hand mixer for this.
Pour the glaze evenly over the bubble up and serve.

While you can use cinnamon rolls instead of biscuits, just know that it'll transform this into a very sweet dessert. But if your tastebuds are okay with that level of richness, then go for it! I'm guessing you'd use about the same amount and you could use the frosting from the cinnamon rolls as a glaze.
