Preheat the oven to 350F degrees. Get out a 9x13-inch casserole dish (note: you don't need to spray it with cooking spray.)
Add 2 pounds ground beef to a large skillet. Cook and crumble the beef over medium high heat until no longer pink. Drain excess grease and put back into the skillet over medium heat.
Add 3 cloves garlic, minced and stir into the beef and cook for about one minute (or until fragrant.)
Add ½ Tablespoon onion powder, ½ teaspoon salt, ¼ teaspoon ground pepper, ½ cup tomato sauce, 1 Tablespoon Worcestershire Sauce, 1 cup ketchup, 2 Tablespoons yellow mustard and ½ cup light brown sugar, packed. Stir to combine and allow to simmer for 5 minutes.
Add the beef mixture to the 9x13-inch casserole dish and spread out evenly across the bottom.
Sprinkle 1/2 cup shredded sharp cheddar cheese over the beef mixture.
Open 2 (11.36 ounce) boxes Red Lobster Cheddar Bay Biscuits. Set aside the herb seasoning packets for later. Pour both packages of biscuit mix into a large bowl, add in 1 1/2 cups cold water and one cup shredded cheddar cheese. Stir until combined (batter will be sticky.)
Divide the biscuit batter into twelfths and place them in four rows with three biscuits per row (or you can spread it out into one layer - whatever is easiest for you.)
Sprinkle remaining ½ cup shredded cheddar cheese over the top of the biscuits and bake on the middle oven rack (uncovered) for 30 minutes or until the biscuits are fully baked.NOTE: Oven times can vary greatly depending on your oven so go by doneness not just the time. Biscuits should no longer be sticky or wet in the middle. Use a toothpick if necessary.
Add ½ cup (1 stick) salted butter to a small microwave safe dish, cover with a paper towel, and microwave in short increments until melted. Or put it into a small sauce pan on the stove on low to medium heat to melt. Add the garlic herb seasoning packets that came along with the biscuits into the melted butter. Whisk to combine.
Once baked, remove from the oven and pour the melted butter over the top of the biscuits (making sure to coat all the biscuits.)
Allow the casserole to cool slightly before serving. Optional: Sprinkle the top with a little dried parsley.

This recipe works with just one pound of ground beef. You don't have to adjust any other ingredients, it will just be a bit saucier.
If you don't want a thick biscuit mixture, you can just use one box of biscuit mix. You will need to cut the other biscuit ingredients in half.
If you want to make this even easier, you can skip the homemade sloppy Joe sauce and use a can of Manwich for each pound of ground beef used.
