Line up 12 (2-ounce) shot cups on a tray or a small, rimmed baking sheet.
In a large measuring cup or a bowl with a spout, whisk the Jell-O with hot water until it completely dissolves.
Whisk in the cold vodka and cold water.
Carefully pour the Jell-O mixture evenly into the shot cups. Place tray into the refrigerator to chill for at least 2 hours, or until the Jell-O is firm.
When the Jell-O has fully set and you're ready to serve, wash the strawberries and remove the green tops. Place the strawberries on a paper towel to dry.
Load whipped topping into a piping bag fitted with a large star tip. Pipe a decorative swirl of cream on top of each gelatin shot.
Gently position one strawberry, cut side down, on top of each shot.
Transfer the remaining whipped topping to another piping bag, this time using a small star tip. Create a small dollop on top of the strawberry to create the pompom of the "hat."
Serve the Jell-O shots cold and enjoy!
