Add the oil to the bottom of the Instant Pot to warm and then add the ground beef. Saute until the meat is crumbled and cooked through.
Stir in the onions, celery and bell peppers. Saute for another 2-3 minutes until the vegetables are softened.
Add in the remaining ingredients with the bay leaf on top and place the lid on the Instant Pot. Set the steam valve to sealed and select manual high pressure for 5 minutes.
Once the Instant Pot has finished cooking, allow the pressure to release naturally for 10 minutes.
After 10 minutes, turn the steam valve to release any remaining pressure and remove the lid.
Discard the bay leaf and stir in the green onions. Garnish with fresh parsley and serve, enjoy!

Serve this as a main dish or a side dish to some of your southern favorites.
You can use ground pork or andouille sausage instead of ground beef.
Make sure you use long grain white rice and not instant.
