Yes it is. The terms are sometimes used interchangeably.
Yes it can, I have not tested doubling the recipe so the cooking times for this in the instant pot would be different to ensure that everything is cooked through.
This can be stored in an airtight container in the refrigerator where it will keep for up to 3-4 days. Dirty rice can also be frozen. Place cooled rice in a freezer container and it will keep for up to 3 months.

HOW TO MAKE INSTANT POT DIRTY RICE:
Turn your Instant Pot on to Saute mode. Add the oil to the bottom of the Instant Pot to warm and then add the ground beef. Saute until the meat is crumbled and cooked through. Stir in the onions, celery and bell peppers.

Saute for another 2-3 minutes until the vegetables are softened.

Add in the remaining ingredients with the bay leaf on top and place the lid on the Instant Pot. Set the steam valve to sealed and select manual high pressure for 5 minutes. Once the Instant Pot has finished cooking, allow the pressure to release naturally for 10 minutes.

After 10 minutes, turn the steam valve to release any remaining pressure and remove the lid.

Discard the bay leaf and stir in the green onions. Garnish with fresh parsley and serve, enjoy!
